isn't it in every 4x though? They all give you a penalty if you suddenly jumps on a friend/neutral nation. It used be Surprise War/Formal War in Humankind which is simply renamed to War/Unjustified War.

Seems like a cold take, people use it all the time on engi because if you're using his shotgun, you're probably not prioritising your buildings that much. or something, I don't remember it's been like a year since I last played.

yeah it fixes buildings and sentries and looks pretty cool

The only two downside's that it becomes a projectile and not hitscan, and it costs metal to repair buildings.
