All these franchises have one thing in common: a magic user carrying a staff that is both capable of hitting enemies with their weapon and casting spells. Am I talking about a Monk? No, they're fking WIZARDS.

In Path of Exile, sorceresses’ staves are nothing more than decorative items, but monks’ quarterstaves work exactly how wizards’ staves in Western culture are supposed to behave.

But guess what? All the quarterstaff spells count as attacks, even though you're using your staff with an elemental spell at the same time.

This makes no sense at all. The Monk class itself makes no sense. It's literally impossible to build a decent Western fantasy wizard because of this dumb Monk archetype shoved into the game.
If you do a bit of digging, quarterstaves have traditionally been high-quality poles that are purpose-built for using body mechanics and counter-weight movements to inflict rapid, strong hits with either end while maintaining a solid martial-art-based defense.
The magical staves are, in fantasy tradition, personalized walking sticks that can focus magic/mana to enhance the wielder's natural spellcasting abilities.

They have distinctly different roles in tradition and fantasy.

Have you looked into trying a quarterstaff cast-on-crit build that fires spells as you critically hit? This might be the hybrid playstyle you're looking for :) it's hard to invest into, but collapsing horizon can make your crit chance very high. Or you can use ailments to cast on shock/freeze and fire spells that way by using an elemental quarterstaff skill and juicing your attack rate plus chance to shock/freeze enemies.
