a while age i was banned from a server for cheating (tf2)

first of all i wasnt! second why was i able to vote for myself to get banned? thankfully i am not perminently banned - about 30mins later it let me back on - or was i kicked? - the vote box said accusation: cheating

It sounds like you were kicked because people thought you were cheating. People sometimes do this when a player is to good and they assume they're cheating. It's annoying because human error, or bitter players, can call someone a cheater for simply being better than them. Luckily you can go on another server. If you were cheating you'd have got vac banned, not kicked from a server for a while.
