That is not an Overwatch ban and VAC does not use reports to ban accounts.

VAC bans are delayed from the time of the detection to the time that the ban is actually applied. What you were doing when the ban was applied, is irrelevant.

all VAC bans come from the detection of a known cheat, whether it is used on the account itself or some sort of sharing has occurred (account, library or phone number).
Users are responsible for the security of the account and all activity on the account.
Can I appeal my VAC ban?
No. VAC bans cannot be appealed. If a VAC ban is issued incorrectly it will be automatically removed after investigation, but Steam Support does not manually remove VAC bans applied to accounts for any reason.

That is the only reason for a VAC ban. It doesn't mean you cheated either, it means that cheats were detected. It doesn't matter who cheated on the account, it could have been you or someone else.

This is what happened to your account...
If your account had a GAME ban but it is now a VAC ban, then that means that both anti-cheat systems (Overwatch and VAC) determined that the account was cheating. The VAC ban takes precedence on the profile.

Game bans have nothing to do with VAC or this forum.
BUT in this circumstance, having the ban change from a GAME ban to a VAC ban is as certain as anything in life, the account was caught cheating, as mentioned above.

This above is incorrect. VAC has absolutely nothing to do with Overwatch. If both systems ban the account, then both systems caught the account cheating.
This below is correct. The amount of misinformation flying around about these systems is incredible.
