is.not posible,a tool like that need doing something in your pc,and is more like a malware than a "hack or tool"that video is pure fantasy,dont believe anything that you see in youtube,i think you friend was scamed in another way.

also if he has steam mobile authenticator he would have to confirm it there anyway. if not 15 day hold can easily just cancel it.

It was auto-readied and auto-confirmed so he didn't get a chance to cancel it
