No "Join Game" button when viewing friend who is in a CS:GO server.

This seems to happen hear and there where there is no "Join" button on a friend when im viewing them on my friends list. I tried opening the game and viewing them using the shift+tab interface HUD but still no "Join" button.

I am not sure what could cause this, i know im not being blocked by my friend because hes actually my brother so no reason for him to block my from join his games (if there is such a setting)...

Are there any servers out there that have settings to not allow a person to join a friends game who is playing in that server?

Any info would set me at ease and give me a little peace of mind on this issue, Thanks.

I don't know if you tried right click. If no. Right click on your friend and hit "Join Game".
Else try ask Steam Support for help. Can be a bug.

Yes i did the rightclick menu but still no "join" option. I think i may know what it is, maybe he has the game opened but not playing?

I realized that it will always say your in a game anytime CS:GO is opened BUT it will only give you the "Join" button when a friend is actually in a game. The link above shows my friend who is away at that time but left his game opened and it clearly says hes in a game lol.

They should change it to "Game running" while the friend isnt in a game and keep the normal operation of the "join" button as it is and booom, you made thing run a little smoother with less confusion.
