What you can't do is use the market. There is a 7 day cool down on a NEW payment method, however you must also have a purchase between 30 - 365 days ago, which is the 30 days that you are now seeing the timer for.

Also, you probably don't want to cancel the payment -- this will return the money to you, but Steam gets REALLY REALLY REALLY angry when you do that...
what do you mean really really really angry??? like u cant use steam anymore when you cancel the payment?
If you cancel the payment, that's a chargeback. Obviously vendors dno't like it when you commit credit card fraud.
Steam will suspend your account for 6-9 weeks for a chargeback. During which you can play all the games you have. But you cannot trade, use market, purchase games, or activate retail cd-keys.
