Missing refund money

I refunded the pack that gave me every dlc for payday 2 and within a couple of hours they said that they completed the refund for 16$ to my PayPal wallet except when i go to check my balance I still have nothing but it says in the activity section that I was credited the money I was owed yet no money is in my wallet. I checked my steam wallet and also have nothing

refunding to an outside payment can take time. normal is a week for the money to arrive. this is not steams decision, this is simply how it works.

depending on how soon after making the purchase you made the refund request, its possible the money never left the account (steam would simply not try to collect it from paypal).

I refunded the the item 2 days after I bought it and in my PayPal activity it says that my money was added but I still see nothing

how long ago was the refund done? as I said, it can take about a week for the funds to be returned due to how the system works.

November 23 10:53 is when I bought and it got refunded on November 25 9:35

Then, it should just drop off the statement in a few days as if it never happened and the funds released back to you.
