so they are probably telling you, that you have until the sep 15 to resolve it. your account is under a complete lockdown, from the store, trading etc. (does seem like you have access to the steam market for some reason.)
you need to actually resolve the dispute to get the restrictions lifted.
or you could try and wait it out and hope for the best.

Thing is that game developers and publishers take an especially dim view of users who charge back through their bank and more often than not find themselves permanently banned, it's a universally reviled action from what i can tell from the online games i've played and the forums i've visited.
OP is obviously suspended(that notorious red account alert) because of a chargeback

the support employee set it from permanent (for resolution) to 14 days and called it a day.
a chargeback, in many cases this is done by the customer to enforce a refund, that is called "friendly fraud". in any case, it is some type of fraud, even if this would be the banks doing. but things like this are easily solvable. it is literally just finding the transaction and clicking a button .. what mostly fails is the customer communicating to the bank (willingly not communicating) to get this resolved.
they dont get to see any of that on Steam. they see the sold units, they see the legitimate processed refunds, thy get a monthly payment .. and thats about it.
something like a chargeback is on Valve, this is why Valve basically cancels the business relationship with the offender to prevent further damage to the entire system ... they do not drop this on a single product owner and not rarely, it is not just about a single product.
that being said, what OP experienced here is basically a one-off, the next time this will be certainly permanent without much discussion ... and super certain, the used payment method for the chargeback is permanently unusable on Steam.

Was the money that went through your paypal account YOURS? Or a gift?
It doesn't matter what was bought or sold, or when - if you used money that wasn't yours, or used an account that wasn't yours, SOMEONE spotted it, and yanked the money from it.
This is something you need to figure out. Where that money came from, whose accounts were involved, and all that - none of which we can do anything about here. This is, still, between you, your bank, and Steam support.
