You will likely not be able to use that specific payment method for any purchases after that point. They say it's temporary, but be prepared to use another payment method to do any buying in the future. If your bank won't do something about it, the question is: did YOU purchase something with YOUR funds, or were they someone else's, a parent or friend's perhaps? Because that doesn't usually happen.
pretty sure you might have misunderstood the message given to you. if i am not mistaken, the restrictions are not lifted from your account until the matter is resolved.

so they are probably telling you, that you have until the sep 15 to resolve it. your account is under a complete lockdown, from the store, trading etc. (does seem like you have access to the steam market for some reason.)

you need to actually resolve the dispute to get the restrictions lifted.
or you could try and wait it out and hope for the best.

Functionally your bank has to reverse the chargeback. I would continue to harass your bank to rectify that issue. Steam won’t really do anything until you fix that problem

I believe the user is mentioning that they charged back on something through their bank and got hit with a punishment, after this the OP sends a ticket through steam support about it. A week later and the OP gets a message about a temporary restriction on their account lasting until September 15th 2021.

Thing is that game developers and publishers take an especially dim view of users who charge back through their bank and more often than not find themselves permanently banned, it's a universally reviled action from what i can tell from the online games i've played and the forums i've visited.

OP is obviously suspended(that notorious red account alert) because of a chargeback

the support employee set it from permanent (for resolution) to 14 days and called it a day.

a chargeback, in many cases this is done by the customer to enforce a refund, that is called "friendly fraud". in any case, it is some type of fraud, even if this would be the banks doing. but things like this are easily solvable. it is literally just finding the transaction and clicking a button .. what mostly fails is the customer communicating to the bank (willingly not communicating) to get this resolved.

they dont get to see any of that on Steam. they see the sold units, they see the legitimate processed refunds, thy get a monthly payment .. and thats about it.
something like a chargeback is on Valve, this is why Valve basically cancels the business relationship with the offender to prevent further damage to the entire system ... they do not drop this on a single product owner and not rarely, it is not just about a single product.

that being said, what OP experienced here is basically a one-off, the next time this will be certainly permanent without much discussion ... and super certain, the used payment method for the chargeback is permanently unusable on Steam.

I buy skins and sold they are not in my inv to they get them back i told thme i had connect to bank and tellimg them but they wont do ♥♥♥♥ i provied them my id and my full card number and paypal statment they responed me with this leave it as it is

Used to be the case, but they stopped doing that, well, at least more than a year ago. My assumption is that it was costing them too many customers to ban them all on their first mistake. Or a lawyer pointed out restricting accounts permanently on a first offense probably wouldn't hold up in court as a reasonable punishment/course of action. But be prepared to see people claim it's a permanent ban on the first offense here daily regardless.

Was it YOUR paypal?

Was the money that went through your paypal account YOURS? Or a gift?

It doesn't matter what was bought or sold, or when - if you used money that wasn't yours, or used an account that wasn't yours, SOMEONE spotted it, and yanked the money from it.

This is something you need to figure out. Where that money came from, whose accounts were involved, and all that - none of which we can do anything about here. This is, still, between you, your bank, and Steam support.

Then perhaps you should be far, far more careful about where the money you use and how your bank treats Steam purchases in the future...
