Steam Skins why is that so Top Secret?

I tryed now hours and hours to find a Converter from jpg to STS, cause i dont want all that Childish Nonsense as Background, i WANT MY OWN IMAGE!!!
Is there anywhere a Converting Website to STS Steam Skins or some Tool, that i could use to convert jpg to STS Files?
Tysm for let me know and help out, i only wanna know, why is that kept so Top Secret, how to get that Format STS?

The format is actually irrelevant. Even if you could convert it then you'd still have no way to use it as an actual background. And well, there are good reasons why Valve set it up in the way they did.

Valve is all about telling us what we can & cannot use on the platform,
if you don't like it, you can complain, do something, cheat your way into it,
or go somewhere else.


In any case, I guess our society is too Open to change that they don't
care how you feel about the Change anymore.

Our society is probably dying out, because people aren't willing to fight
for what they want anymore.

I would also want to have my Backgrounds to be customized, I don't
like being limited to what a platform has to offer me, I want to expand
beyond that platform as much as possible.

There's an easy solution for that: go set up your own website, then you will have full control over all the contents on it.

See, the real problem here is that everything is all focused on what you want, but what about everyone else? Example... I can enjoy anime backgrounds and also don't mind busty females either. But I can also well imagine that not everyone would appreciate getting confronted with that stuff out of the blue.

Steam doesn't fully evolve around you, there are also other aspects to consider. As such we're limited to what we can dump on our profile (which IMO is already quite lenient, posting (non-edited) screenshots of "certain game types" are no problem at all).

Do you really not care what is offered to you on the Platform? Do you not
care if Valve were to just one day say, hey, your getting this, & we don't care,
your stuck with it, & you can't say no?

You can only play what we want you to play, the Games you buy or own,
are for 5 year old's & you have to play them, because we say so...

You telling me that, no matter what Valve does on STEAM, that it would
not bother you? That you'll just allow whatever they want?

Your issue is with Valve enforcing rules on their own platform to protect themselves from lawsuits in the worst case?

Custom background will inevitably lead to three kinds:
- copyright infringing material
- NFSW material
- political ♥♥♥♥♥♥♥♥ up to and including illegal stuff

Hey, i'm not the one who came up with that Law, & I never
said that I agree with it, either... They don't like it, that's on them.

I'd be willing to face a court case if they want to really go there.
