This one checks all but one of the boxes, although one of the special Zombies is a tad faster and one is a hulking brute.

You might want to risk a look at Dying Light and Dead Island/Dead Island Riptide, too, despite some variations from the standart Zombies ar the standart Setting (Dead Island has its Zombies in a tropical holiday resort), they come close to the 'Romero feeling'.

The zombies run, but only at night and you can turn that off when creating a new game.
Also very good replayability since you can make randomly created worlds.
Strong focus on the survival aspect, need to establish a base, find food and ressources, craft weapons, loot and survive. Also strong RPG elements with earning exp, character levels and dozens of perks and skills to learn.
Also fun in multiplayer but perfectly playable if you just want to play alone.
Still my favorite zombie survival game after all those years.
However it's a 10/10 for your specs: -

There is, "Land of the Dead: Road to Fiddler's Green" Original Xbox game
A few things you will need: Original Xbox with Xbox controller and remember this game was released early 2000's. Do not read/watch any game reviews, if your stuck, looking for tips/guides with spoilers is acceptable but only as a last resort.
I played this game and its okay, this Xbox game more or less prequels the movie "Land of the Dead" and again, it depends on your dedication to George Romero.

Have you looked at the Dead Rising Series, the Zombie Army Trilogy and 2-D side scroller Deadlight, these games are on Steam.
Storyline games like Telltales Walking Dead Series are good too.
