Half life dedicated server not working?

I reinstalled counter-strike because hlds (half life dedicated server) was not working but this still hasn't solved the issue. When I double click hlds.exe, nothing happens. No error message and nothing opens up either. Please help me out.

Could be DEP, check the windows system/application logs?

Still, something should let you know what happened to the process. Windows Application and/or System log may shed some light on the issue. Starting hlds.exe with -console and -condebug may print some helpful information in a logfile.
Tell us more about the system you're trying to run the dedicated server on like OS, CPU, Memory... anything that might be relevant.
