What if call of duty 3 was on steam?

That is something Valve/Steam has zero power over. Ask the publisher Activision.
I doubt they'll bother porting an 16 year old console game to PC just because one user asks though.

Go ask the developers/publishers/IP owners of the games to bring them to steam. Valve doesn't go around asking them to bring their games to Steam and no developer/publisher/IP hangs around the suggestions and ideas area for the steam client or website wondering if people want their games on steam.

It was a console-exclusive game. Treyarch team had eight months to develop the game. It was just a title that Activision requested to be made while CoD 4 was being developed since it wouldn't be out for another year.

Don't ever expect it to be ported to PC.

Heres a game noone seems to talk about that definetly needs to be on steam:
The True Crime Series( especially NY thats like one of the top gems of 2005, after NFS Most Wanted of course.)

Now call of duty 3, that screams memories of Jim getting killed by his future ex-girlfriend.
(TV reference also it wasnt 3 but the nostalgia factor)

You can already get it legally on PC it's just difficult.

I said you can get it legally on PC, not that it was released on PC. Those things Steam doesn't like us talking about are only illegal when you download games, however many of them work with the physical versions as well, especially if they are for consoles that use the same optical media as PC's. PS2, Xbox, and 360 used DVD's and it isn't difficult to get a BRD drive for the PS3 version either.
