Perfection? They don't have nose, they have alien eyes and ears, they behave so irritating, they're so pure and innocent that they sometimes behave like idiots... No sensible adult in late adulthood would even think about starting a relationship with these 2D objects (even if they're living alone), because then, they are basically the same as those old guys who are obsessed with beautiful/innocent-looking sexdoll, which is disturbing.

Character designs aren't a gender thing.

This lady here[en.wikipedia.org] is credited as lead character designer for Neptunia and other Idea Factory games. Considering the article lists her as "Illustrator, Video game artist, Character designer", chances are that "lead character design" isn't just about personalities, but about the renderings as well.

Because they want to sell a lot of merchandise to people who like cute girls, there are a lot of people who like cute girls in anime (so they have found a big audience to sell their stuff to) and as far as I know in Japan cute things in general are considered very important and appealing.
