Some might default to 50 or 59 Hz and cause this sort of an issue.
Load up the Intel Control Panel / Command Center and double check the Screen Res + Refresh that is set for your Windows Desktop.
Your system supports Win11 despite what Microsoft would say about this via PC Health Checkup app.
If you want Win11, create your own Bootable USB Flash Drive using the very latest Public/Stable Brand Win11 ISO + Rufus tool. Then boot from that USB drive after its done and wipe your drive clean and perform clean install (custom during the installer screen)
It might be wise to also try wiping out GPU drivers with the DDU app in safe mode.
Before doing so, download NVIDIA GameReady (DCH) Notebook Driver 522.25

so you can give this driver version a try. It's much more stable driver for all of the GTX 10/16 series. Later drivers are more aimed at RTX 30/40 series GPUs.
Once done, reboot and have the Wired LAN & WIFI disconnected.
Then install the driver package you downloaded above.
Reboot once more once it has completed the install.
After this, configure NVIDIA Control Panel by changing...
> Manage 3D Settings
Default/Desired GPU = High Performance GPU
Power Management = Prefer Max Performance
Click Apply.
Now re-run your tests.
However, within NVIDIA Control Panel > Manage 3D Settings
you should have "Background Max FPS" and "Maximum FPS" listed.
Background Max FPS = for any non-focused background apps
Maximum FPS = for your focused app (such as your game)
Try setting both to 60 if that is your refresh rate.
Try to avoid using RTSS to set the max FPS unless it is a must to do it that way.
So it driver it driver problem with windows 10 I give old driver try.
I gone back to window 10 duo issues with win11 22h2 after updating system made too unstable to use because BSOD.

I don't see the thermal readout for the gpu in the video--just the cpu. How hot is it during that game?
Never use that option, use the clean install option.
Then even under Win11, clean install or not, you should wipe out all the Drivers that have Installs listed under Programs & Features. Reboot as needed and then go install all latest drivers. Even if a latest driver is only released for Win10 64bit, it should still work properly under Win11. The key however is wiping & reinstalling all core drivers fresh again.
Motherboard Chipset, both GPUs, Audio, LAN, WIFI, BT, TouchPad; etc.
Win11 22H2 was more buggy then Win10 22H2; however MS has since patched most if not all of those issues already.

Use the Installer version, not the Portable. HWiNFO must be running in order to get the onscreen display in-game.
It is best to rule out gpu heat-throttling as a contributor. Then you can look at other causes.
Throttlestop setting any thing more this will cause GPU power throttle that something I want void.

Did you experiment with a lower profile from High Performance?
I mean, as a consideration you can always post your question to the developer of Throttlestop.himself. Prob. better than trying to play guessing games here.

In the little window there, click the plus signs under Processor power management/ Minimum processor state and Maximum processor state. Just note the percentages; I would not change anything. For reference, mine are 5 and 100% respectively.
It still isn't clear whether your processor settings are causing the "stutter," though. I would def. ask over at TPU whether all your TS and BIOS settings are proper.
