What comes to power consumption - there's barely any reason to worry about it. VREL usually means GPUs self-boosting is at its maximum. Checking GPU temps under heavy load might also help a bit, as graphics cards are able to limit the power consumption to keep it within the range of safe temperatures. Tho I expect this to be an unlikely scenario with your CPU, unless you crank up the settings too high.

Having used an A10-7860K, I strongly agree. In most games, A10 APUs are a bottleneck to modern GPUs and are best for low-end gaming if you can get them for stupidly cheap. They're best paired with nothing more than an R9 200 series GPUs, at least with the lower end models. NVIDIA's equivalent to that would be around GTX 950.
I Get around 35-85 FPS (65 FPS average) on PUBG with my specs.
i will be getting a new RIG soon. now im clarified that theres nothing wrong about my GPU.. i guess my GPU can be a good temporary gpu on my new rig while im earning money for a better graphics card.

Then I recommend getting either a Ryzen 3 2200G, Ryzen 5 2400G, or Ryzen 5 2600 CPU, paired with 16GB of Corsair Vengeance LPX CL15 DDR4-3000 RAM on a Gigabyte B450M DS3H motherboard. OS storage on an ADATA SU800 256GB SSD, and you can keep your current HDD. You can also keep your current PSU as well if you don't want to buy a new one as it should be okay, as should be your case.
That should be around 400 USD, so you have a bit of room to save up for an RX 580 or better.
