You are free to use Win10 64bit, you can always buy a key later on.
Just download Win10 via another system and create bootable usb flash drive with the microsoft tool (which is linked in my builds)

As it would always be best to get both an SSD + HDD at the time of build; an SSD of some sort if have to choose one over the other at build purchase; to ensure less headache, installing the OS onto SSD and not have to do alot of work down the road to make that happen. You can always expand on the system later with larger HDDs as need for overall storage needs.
Also please consider that alot of times PCPartPicker is just wrong with regards to shipping costs, from say Amazon for example. Yes if you make a single purchase on Amazon below $50 and/or do not have Prime; there is shipping cost. So again if you buy from Amazon, just try keep any single order above $50 if the shipping is really putting a dent in the overall price; something a database like PCPartPicker just can't account for.
As far as Case Fans; you really won't need any with an i3 + GTX 1060
