Windows 10 blue border suddenly around everything.
I noticed this after I reinstalled Windows 10. I had to reinstall to my normal HDD after my SSD failed. Now every time I make a fullscreen application in to a windowed one the window has a blue border around it. It's small but still noticeable. And it wasn't there before, I notice these kind of things easily. Anyone know what could be going on? I've tried to change the color options to no avail.

reinstall gpu driver and reboot.

Reinstalled OS? You have no proper Drivers yet.
Disable Windows ability to even handle Drivers.
Go download every Driver your PC needs and install it.

It's been a while since I reinstalled so drivers should be ok. Windows is also updated. And it has never done this before, even immediately after reinstalling OS.

And not all games launch in Full Screen Mode.
After game launches full, try pressing ALT+Enter (ensure the game window is in focus)

Okay, thanks for the tips everyone. =) I'll try these tips and see if they work.
