Mostly likely, sounds like it. Jet engine fan and low frame rate. Laptops don't exactly have the best cooling, especially older or lower priced laptops. It would be especially true if it happens after a few minutes in game.

But its not hot and it sounds like something is stuck in a fan but when I checked there was nothing, I dont know how a fan can make my fps go from 70 to 10

Check your CPU and GPU temps, and that's definitely sounds like a overheating issue.

I am 99% sure the laptop is overheating.

Download and install MSI afterburner, play some games until they lag, then look back at the logs in MSI afterburner. I would like the know the highest CPU and GPU temps.

-> Don't install Riva statistic tuner it is bugged with latest version of Windows.

Current temperature not in game is 51

It can overheat without actually heating up the laptop, poor thermal paste or dried paste can cause stuff to overheat as it isn't transferring the heat correctly to the heatsink, fan will still spin up trying to cool the heatsink.
As far as the fan, could be off balance and rubbing against something or bearing is going out(a lot of pc fans use sleeve bearings because they're cheap, oil dries out over time which is why some desktop pc fans have an oil hole). That can cause a sound you can't seem to find a reason for. Your fps dropping like that sounds like thermal throttling.
If it drops after a few minutes in game it's most likely thermal throttling, if it's low from the start then there's another issue.

Ye, after few minutes, I had this 2 times before and it stopped after few hours but it happens more recently

How long have you had your laptop? Thermal paste can dry up over a few years of use, and factory pasting's never known for being the best in class.

Apart from that, clogged up fans can be a good suspect. Cleaning them will require disassembling the laptop in most cases (or at least removing the chassis), but it's a process worth going through.
