Download and install MSI afterburner, play some games until they lag, then look back at the logs in MSI afterburner. I would like the know the highest CPU and GPU temps.

As far as the fan, could be off balance and rubbing against something or bearing is going out(a lot of pc fans use sleeve bearings because they're cheap, oil dries out over time which is why some desktop pc fans have an oil hole). That can cause a sound you can't seem to find a reason for. Your fps dropping like that sounds like thermal throttling.
If it drops after a few minutes in game it's most likely thermal throttling, if it's low from the start then there's another issue.

Apart from that, clogged up fans can be a good suspect. Cleaning them will require disassembling the laptop in most cases (or at least removing the chassis), but it's a process worth going through.
