Add ability to stop friends chat popup when starting Steam

I stay offline because I don't care to chat with people. So why does Steam feel the need to pop it up everytime I run Steam? Am I an idiot and cant find it isn setting to stop popping up or is Steam the idiots for not adding the ability to remove it? If I want to start a chat ill click on friends and go online. Then you can pop up the chat crap.

It's back inside the client settings menu.

Nope. It was OFF before, and even now.
Still popping up every single time of starting STEAM.

The only solution is to create the shortcut and add cmd line to the Target Path. The Settings doesn't work with the new version.

EDITED:
Ok, if you signed in and start the STEAM, it won't show up, obviously.
Now, if you signed out and start the STEAM, it will pop up regardless that option is OFF or not.
