You can't just add music, that's not how it works.
However, if you want to play games and listen to your music, you can already. PCs are very good at multitasking. I do it all the time.
The video player is no longer supported in the client but the music player is.
View > Music Player
You can even sort purchased soundtracks in your library clicking on Game and checking the Soundtracks filter.
Also, why would they go through all the trouble for this...

No, again, the licencing would be extemely expensive.
They've said in the past they have no interest in diversifying that way anyway, as this has come up before. They have in the past dabbled with certain movies, but they stopped that as it didn't catch on.
I don't blame them as there's no reason for ANOTHER music platform as the market is satureated as it is.
But again, you CAN play your music while playing games, so I'm not sure what you think is missing here, outside of actually selling the music, which ain't going to happen.
