Let me put it another way, how would still even calculate what game you enjoyed the most without you manually making the list anyway? Because hours played =/= enjoyment. I have games with over 1k hours that I would not say are my most enjoyed titles.
If i gave a game a rating of say 75% and one a rating of 83% enjoyment it would order them accordingly, i could then just change my rating any time and games would move up and down on the list.
Usually when i have a super busy point in my life where there is a lot going it can be cathartic to unwind and escape into a new video game, at that point the last thing i'm going to want to do, before or after i play that said game is put it into a specific category that i would then have to specifically remember and when i do put it there it just order's it by game title anyway. if i am able to give it a rating it could then just go on the chart of enjoyment, i could then make a choice when i look at this said chart weather i need to buy a new game or not :P
i usually like browsing the steam store, this mechanic would just help me clean up some of those old purchases if there are any so i can get back to swiping my card :)
I'm basically saying if i had this mechanic there is chance i would have swiped that credit card tonight, but honestly i couldn't even be bothered into re hashing 200 + video games and trying to remember weather i enjoyed them or not so i felt like this was a better use of my time.
Besides rating a game is going to take as long as putting it in a category...
Honestly i dont see the big issue if i can say order my games using these options. whats stopping me from ordering them according to my preference.

putting the games in a category does not achieve what i am aiming for. I am still going to be limited to the above list of organization.
i could however have 100 categories 1-100 and add specific games based on that but it still doesn't create the organization, it will end up separating them based on page which in turn will just create more clutter.
I can understand this being a bad idea if it is a coding nightmare to implement, simply telling me i can do something that i can't do does not change my stance.
I guess for now, you could make just 10 (or maybe even just 5) groups according to your personal raking: 90+, 80+, 70+, 60+, 50 and below. Then when you feel like it you can add games over time to each "rating group". When you fire up a game, add it first, or take little breaks of 10 - 15 minutes to do a few games at a time. Before you know it, you'll have your games rated. I personally wouldn't bother with any rating below like 60 or 50% since most of the time, the point is to play the better games, I'd think.
Anyhow, good luck. I think more tools to organize our forever growing libraries is good, and a rating system makes a lot of sense as a feature.
