you should think about how loans work. you want money, bank needs something from you that is worth the amount they are lending you. your steam account has a value of ZERO, so how are you going to put up anything to support the loan?
Want games to be a cheaper price, go talk to the developer/publisher of the game in the games discussion area.
Also, as has been stated quite a few times. Steam is not a bank. They'd need to partner with some third party payment processor and you'd have to pay their fees on top of paying the game.
Paying in increments can get rather expensive.

if you cannot afford pc gaming as a hobby, you should consider finding a cheaper hobby or just wait for sales.
