Where did you buy it? What format is it in? How are you trying to activate it?

We need a bit more info to help you! Without any more all we can say is "You aren't turning your computer on" or "You aren't logged into Steam" or something.

and am trying to activate like this:
ADD A GAME.. , ACTIVATE A PRODUCT ON A STEAM
then the product code

You are omitting the question where you bought the game/where you did get your key.

Maybe this is part of the problem? Did you buy it from some shady key-seller?

Also, what message does steam give you when trying to activate?

steam says product isn't avalible in your country and i live in new york

The fact that this page is censored here is no good sign... They probably sold you a key from a region where the game is not available (yet). I would try to get my money back from that page and get a legit key.

You bought it from a Russian website. Your profile indicates that you are from the United States, you will not be getting support on how to activates keys from other regions.
