The client does not have a serious problem. Your PC has a problem. Have you tried refreshing your Steam files?
It helps verify data on your drives.
Run CHKDSK /F from a Command Prompt window (as Admin)
It will ask to schedule on next start up, click yes and then restart Windows.
Once CHKDSK is done, and you're back at Deskop, Defrag your drive(s).
After that, go to your Steam folder; keep Steam.exe and the SteamApps folder and delete the rest of the contents in the root Steam folder. Once done, rerun that Steam.exe in the folder and it will redownload the Steam Client files fresh again. SteamApps has your games/tools, so none of that should be touched.
