How do we file complaints or whatever

It'll get straightened out. I had the same problem and so did a bunch of my friends. The issue is that Steam occasionally sells more licenses than it has; in a few days, they'll get enough licenses to fill the orders they've taken, and your BFII will work.

are you sure because I want to play bad and how will you know when they have the key for you?
I purchased this game 2 days ago, still can't play it; This is absolutely disgraceful Steam, get your act together.

It's not Steam's fault, btw, if they run out of keys. It's up to the game publisher to keep Steam in stock.

Actually, Battlefront 2 falls under none of those. It's not new, nor is it on sale. It does stat that there is an error on Steam's end though.

And although no one has keys, no one can access the client. Steam obviously knows if they have keys or not, and they also know if the client is up or not, yet they did not pull the game down nor did they warn the hundreds of customers out of £8 with no game to show for it. Worse yet, we've still yet to hear from them and if they will solve it or not. Not to mention when they will solve it.

The money is now becoming a side issue, and it's the mistreatment or lack of customer service that has became the real issue.

If Steam had no keys, they had no right charging for a game that cannot be legally accessed without one.
