What I do in your situation however is simply copy my steamapps folder to my new computer.
In my case I would copy D:\Steam\SteamApps to wherever I installed steam to on my new computer. Once you have copied it run steam on your new computer and just click the "Install" button for whatever game you want to play, it will verify all the files are correct and launch.
You don't have to transfer your account info to your new computer, just log into steam on that machine and it will be there.
