Do either of these folders contain any files or sub-folders?
Yes in following way > Steam \ SteamApps \ Common \ Downloading i have folders name called "730" and "10" and two files named patch, in way > Steam \ SteamApps \ Common \ Temp i have folder name "10" he is empty. ? :/
Then in this folder
> Steam \ SteamApps \ Common \ Downloading
delete the 730 and 10 folders. The folder 730 is the AppID for CS:GO, so that data is still there is likely corrupted on your drive. So when Steam tries to redownload, it's redownloading in place of corrupted data, and that is usually where u get this endless loop of such errors.
Once your delete folder 730 and 10. Launch Steam again, then see if CS:GO finishes auto-updating. If it doesn't queue on its own. Right click CS:GO game from Library listing, then click Properties > Local Files > Verify Game Cache.
If you still have the same/similar issue regarding CS:GO update after this part, then I'd suggest u check your local drivers for errors using Disk Error Check (aka CHKDSK /F)
