I got it. I was on school wifi's and it had a firewall that kept me from downloading anything on steam. It's fixed now.
Create a Support Ticket and wait the reply, usually around 2 days to get back to you.
Currently waiting on a support ticket.
1. Go to C:/ProgramFiles/Steam
2. Delete everything EXCEPT Steam.exe , SteamApps , and Userdata
3. Restart your PC
4. Launch Steam.exe and wait for it to re-download your other files
5. Try purchasing a game

Didn't work. Tried purchasing on the mobile app. Didn't work. Tried purchasing in Big Picture/ Didn't work.
Then I remembered that part of the troubleshoot for this was to make sure your network does not have a VPN or proxy on but I'm pretty sure I didn't do anything like that. Then I had the weird idea to reset my router. Turned it off, at breakfast, turned it back on. Made a purchase of Rocket League. This worked.
