Steam thinks none of my games are downloaded on my PC, and steam wont launch correctly.
If i click on the steam icon on my desktop it says can't launch steamui.dll, the only way to get past this is to attempt to launch a game (which somehow gets steam to open fine), but then when you look in the library, steam thinks that most if the games that i own haven't been downloaded to my PC even though they have, and the files are still there and everything. I can still play the game if i go to the directory and actually open the .exe, but if i try to launch from my steam library it acts like i gotta download the game.

Any help would be VERY apprectaited, i have no damn clue why this started happening.

There is a fix for this in one of the other threads. I think you have to reinstall or refresh Steam, but you can search to find out more.

As Falro the Great mentioned, see if refreshing your Steam files allows Steam to run normally: https://support.steampowered.com/kb_article.php?ref=3134-TIAL-4638

You can also try deleting everying in your Steam folder except for your SteamApps folder and Steam.exe file.

Regarding your uninstalled games: If, after you eventually regain access to Steam, your games still appear uninstalled, check and make sure that your Steam library folder(s) are tied to Steam: In the top left corner of the Steam client, click "Steam" > "Settings" > "Downloads" tab > "Steam Library Folders" button. Add any and all Steam libraries across all your hard drives (i.e. C:\Program Files\Steam\, D:\Steam\).

I would like to thank you guys for the help, what happened was steam decided to make a second steam folder within it's own directory and install the new update in it. So it was kinda like a steamception (steam folder within a steam folder). The issue has been fixed now and everything is back to normal. Thanks for the help WhereIsBusmin and Falro, I really appreciate it =)
