Steam client can't connect online?

Every time I try to connect I get the "steam is having trouble connecting to the steam servers" message.

steam has been acting super dumb and not letting me go online through the client. this started happening recently (jan 2nd)

First of all when i logged into the web on steam, it was in German for some reason.

a system restore did not help at all. I have uninstalled steam and rebooted my pc then installed again. None of it has solved my problem. any ideas?

i have done virus scans and i am clean.
