because you need a overall purchases of $5 and more to lift the account from limitations.

yup looking at ur profile u wont purchase the game urself maybe its a gift or retail which dont unlock ur acc... rules changed now u need to add 5$ usd in ur acc or u have to buy a game directly frm steam store gifts /retail wont apply..u still can recive frnd req just nt send them ~~
