Why it always appear my billing address is wrong

I recently moved from a different country and I'm having trouble with trying to set a payment method, it always appears that my billing address is wrong which is not since i have verified if my billing address is correct many times with my bank and also why it keeps charging me 1 dollar every time i place the payment method. I would like some tips or help.
