Steam Fatal Error - Needs to be online

Just got a new PC and installed a fresh copy of windows. Tried to install steam and got this error. After a while of searching, I found a ton of people suggesting solutions that ultimately have not worked for me.

Attempts I've made include:

- Setting the date/time on the computer to auto
- Giving steam administrator perms
- flushing the dns
- killing both antivirus and firewall
- updating my graphics drivers
- reinstalling steam
- reinstalling outside of the C drive

What comes up in the logs is as follows:

It's odd that every other program I've installed works but steam otherwise refuses to. I should probably note that it also appears to have installed without a lot of the files it would traditionally have such as the steamapps folder.

Unsure of how to proceed from here, currently typing this up on the web browser which works perfectly fine. Any amount of help could be appreciated.
