Steam friends appearing offline when they're not.

The issue has been around for a good while now , but I haven't found a pernament solution yet.
Some of my friends almost always appear offline on my friendlist, when they are not.
I can talk to them, but their avatar is being changed to default Question Mark.

I can either block them and unblock to get them visible again, or they have to restart their steam chat ( while me being online ) in order to make themselves visible for me.

Obviously it's not a workaround anyone would want to do everytime you log into your steam.
Got any tips or should I write straight to support ? :<

I've cleaned up my whole list from friends and made it 0, so problem solved xD.

But seriously, I did clean it up and then reinvited few, it was all ok after. But that's probably thanks to some update more likely, than this.

what i did was click on the friends tab on the steam application and pressed "sign in". This made everyone appear online again.

Try Discord; Skype is too bulky and can simply bog down your connection when using Steam Client + Online MP Game at the same time as Skype Live Call.

I have an easy solution - I opened steam app, clicked on "steam" (Top left corner) , then clicked "go offline", hen i was offline i did the same thing in steam app, just clicked "go online" and it fixed this problem.

GUYS AND GALS i has got the solution...
so wat i did is i unfriended and then got the friend to send a friend request then u accept and BAM he will appear online when he IS

I have sort of the same problem. When I go on the web browse my friends show up as online while when I use the actually steam app they show up as offline. I tried asking my friend and I also show up as offline to them but when they look at my profile it says I'm online. I tried going in to the steam app and it said that my friends tab is offline (inside the steam app) so I tried to turn it to online but all that happens is the my mouse shows the loading circle thing and nothing happens at all.

Theres a solution:

You need to have your friend and chat online, both you and your friend(s). If one of you doesn't have it online, then the player shows to be 'offline'. You also need Steam App on your desktop/laptop/computer.

I got tired of friends chat popups in my games a long time ago.
I set Steam Client to always have my Friends List/Chat off-line at launch.
To use Steam Friends Chat I just use the Steam apps on my Phone.
Easier also because I can write messages on my phone by using my voice.
