holiday sale emoticons and wallpapers get turned into 100 gems each .. so maybe some of those? i think, even, they might sell cheaper cause so many are on the market as well.. maybe?

dont buy items to convert to gems you lose out. unless you only need a few to get a sack.
100 gem emotes are 5p(cheapest) so thats 50p per 1000(a sack worth) a sack on the market is about 40p

Still not worth. You need 10 of them for 1000 gems and simply buying a sack of gems comes out 10% cheaper.

To answer the initial question, most gems are gained by turning a FOIL CARD to gems (200). But doubt anyone would do that. Is not worth and just don't do it for the simple principle.

Maybe the OP doesn't want to sell sacks, tho. Gems can be used to craft booster packs.

0.58 for 1000 gems with the best deal being Halo MCC packs (1000gems each) BUT EVEN THEN DUE TO STEAM TAKING 0.02 , YOU LOST 0.01..
