Some providers do not get emails from Steam well. And also, you need to check to make sure Steam is whitelisted in your email settings and not being blocked as spam.
It also has to be asked if you are sure you also checked the spam folder in your email.
Who is your email provider ?
If you got one email, it stands to reason that you would get another one. So did you check the spam folder ?

Make sure that you are watching the inbox for the email address associated with your Steam account. Perhaps you used a different email address?
If you are not receiving the e-mail at all, check your spam filters and spam inbox.
Please try adding "support@steampowered.com" and "noreply@steampowered.com" to your contacts or trusted senders list within your email client and request a new access code.
Even though Steam instantly sends an email, you may encounter a delay with some email providers depending on their server load and processing times. Please contact us if you have not received the verification email after 3 hours. <-----------------------------------
The adresses you're mentionning are probably whitelisted for the simple reason that I already receive emails from steam in the past without any problem.
Delay, you're saying ? I've been waiting one day, now...
Seriously, I would'nt ask for the customer service if I wasn't sure I already did all the steps you're mentionning.
