Can I add a friend who hasn't spent $5 yet?

I am trying to add a friend who is new to steam, and has yet to spend $5. I know he can't send the invite to me, but can I send the invite to him? I have searched by his user name and I haven't been able to find him yet.

Yes, you can.

Limited users can't send friend requests; but they can receive them.

Ask your friend to right mouse click his profile > Copy Page URL and give that URL to you.

The exact same thing you'd do when you want to add anyone as a friend.

Because you copied your URL link.

Have the other person do this and send you the URL.

Adding a Friend who has not paid 5$ yet

My friend has created a new Account to play games with me and stuff and now i cant add him i saw another discussion about that but the steps mentioned there didnt help me at all all that did was redirect me to my profile page could anybody help?
