You can earn trading cards from games you buy from the Steam Store, you will only earn 4 cards by just playing the game. And for games CS:GO and TF2 you get trading cards for every $9.00 you spend in the In-Game store. You can also buy trading cards off the Community Market for a few cents. And then you go to your inventory>trading card>view badge progress>craft badge (once you have all the required cards that is).
