That's what I was refering to. You can make them but they won't be on Steam. Only Developers can make them for their own games.
I also have myself a few designs, but never really bothered to go trough the process.
Yes that is true, but ultimately it's up to the developer themselves wether or not the badges will be used.
I cannot speak for other designers, but for me is natural to have several links to my galleries as proof of my skills.

I agree. I'm working on a project for Steam myself as well, and I would expect if someone is going to offer something like that they should post some form of proof of their skills. So if OP has some more information about that to prove they can design a proper badge I'd need to see evidence of that.
