Steam input still enabled even when I've done everything to disable it.

I've done everything to disable it, and it's still acting as if enabled. It's frustrating cause it's controlling my inputs. First image is Caves of Qud saying it's enabled, second is showing that it's not via settings.

Check the per-game setting, one way to do so:
Right-click the game in your Steam Library > Properties > Controller > set the override to 'Disable Steam Input'

(If its on 'Use default settings' and the developer hasn't set Steam Input to be enabled, then it should be following the global setting shown in your screenshot)
