I say this because this is how servers work. They propgate data outwards. So especially with times like now when congestion is mad, it's likely to have a situation where you delete something, and it does get deleted, but the server (s) closest to you haven't updated that data yet.
It's similar to how some people put items for trade on the market here, and then can't see it immediately when they search for it.
So, when you try to delete that data, that's when it communicates "further up the chain" and can't find the record, giving you the message.
That's my best guess in any case. So just leave it for a couple of hours and come back to it. It shoudl have disappeared.
Ok try waiting longer. If it's busy you're still likely to receive issues with stuff not appearing.
The coronavirus and everybody being at home is causing issues with things not behaving correctly.
So the best route to find out if there's a bigger problem is to wait until others in your region are not using Steam or are largely in bed.
Try 2am, and if that's not possible as soon as you get up in the morning before you do anything else.

It was about three years ago when I was just a brat
