How do I tell steam I don't want turn-based combat games?
Because I really want to do that. That's the only sure-fire turn-off for me, so I'd like to be able to customize what steam tries to recommend me. Steam takes does its best to recommend things I might like, but it would be so much more convenient if I could just specify the type of games I like. I'm disheartened at cycling through endless recommendation queues and saying "not interested" to them all; it just makes me want to never use that system because it can never seem to take a hint. There's got to be a way for me to manually guide these things, right?

There is. By buying games. That is the only criteria Steam uses to tweak its recommendations.

@OP I hate nag screens too. Would it be an option for you to ignore Steam's recommendations entirely and just search for what you'd like to play instead? I haven't bothered marking too many things 'not interested' myself because machine intelligence is stupid* ;)

*Thank goodness. We're totally hosed when the singularity happens...

You can't.
First: The recommendation queue sucks. Don't use it unless they're paying you in trading cards to do so.

Second: You can filter out games by tags in the store search. You need to apply the tag for that feature and then modify the URL to put a negative sign in front of its number. Works better in an external browser where you have full access to the address bar.
