I think you're right. He even told me to add that other person and talk to him to tell him that I was wrongly reported. Why would I explain anything to a random dude?
No and no. Talking to someone, even a scammer isn't a violation of the rules. Scammers don't have the power to ban accounts.
Scams tend to operate using fear or greed to motivate people to act against their own best interests. Any time someone is using fear or greed to get you to act it's a huge red flag. And people get their accounts hijacked all the time, so it's very plausible your friend's account is hijacked. As opposed to him deciding to become a scammer and foolishly using his personal account for scamming.
