Refunds work fine. If your requests are being cancelled then your account is shadow-hijacked and scammers are bot-closing any help requests your account generates and this includes refund request tickets. You also have a disgusting scam site in your name history so it seems to be the case. Do the following steps to secure your account and then resubmit a new ticket and it should stick:-

Scan for Malware/virus https://www.malwarebytes.com/mwb-download/
Deauthorize all devices https://store.steampowered.com/twofactor/manage
Change your Account password on a secure device, mobile phone for example.
Generate new back up codes https://store.steampowered.com/twofactor/manage
Revoke the API key https://steamcommunity.com/dev/apikey

do the entire list, not just deauthorizing. ALL OF IT or your account will remain compromised. the scammers can sit on an account for a long time before doing anything with it. be glad your finding out about the compromise now instead of after making a trade or having your wallet funds spent by someone else.

their bots only see a support ticket being made, they cannot determine what is the ticket for. by cancelling it, they are keeping you from getting help from steam support.

It is the case. It may not be that site exactly but you were definitely hijacked. We see numerous cases like these each week. The idea is to stop giving away your credentials to 3rd party logins. Being compromised doesn't have a time limit either and hijackers operate in any way they see fit and this includes sitting idle on accounts for even years and only striking when there's a potential payoff or if they have space in their database of sorts. The important thing is that you do all the steps to secure your account effectively and then don't give away your credentials again to phishing logins. Users have been very lucky in finding out they're hijacked this way rather than getting scammed and only then realising.

As I said, they bot cancel ALL help requests and this just spans into refund tickets also. They're not intentionally cancelling your refunds, it's just the way they have to operate to stop your account from reaching Support whilst they have it under their backend control.

BTW OP, you still need to clear that scam site from your profile name history.

No need to keep advertising for them after this.

The bots don't want you trying to reach out to support for assistance in recovering the account. as such they kill any tickets you make to ensure the hijacker maintains control of the account

What they used to do was to 'reply' to your tickets, as yourself, acting like support and closing the ticket with some random reason.
