I was wondering if Valve does. Just asking.

accounts are not ever deleted.
It is possible to have a "0 Level" account with games, due to activating a retail key. So, no, they don't specifically delete level 0 accounts.
So if I understand correctly...
Level 0 account, not limited, with Cd key activated = immune to deletion?
As far as we know, yes, they're never deleted.
I've a ~5 year old, level 0, still limited alt account made for testing purposes I do not access from a Steam client since 600+ days and it's still there.
