My Steam Client is stuck on offline mode

Firstly I know what you are going to say. Use google. I have and I tried every single fix but none of them have worked. The only one that did work is reinstalling the Steam client but the problem I have with that is if I shut off or restart my PC I have to reinstall the Client again or I'm stuck in offline mode. Does anyone else know any other fix? That would be very helpful. Thanks

If you have it set to start Steam when Windows starts then turn it off

I'm stuck in offline also, keeps saying to me friends network unreachable, it only started today, came here to see if anyone else is having the problem

So I tried that but the same problem pursued. Then I tried turning it on but now if I turn it on It doesn't even start up automatically.

I really hope Steam fixes this because I have payed games and DLC on Steam that I can't access anymore.

BOTH MY STEAM ACCOUNTS SAY THE OTHER IS OFF LINE WHEN BOTH ARE CONNECTED TO STEAM, I HAVE BOTH SET TO SHOW "ONLINE" AND FAMILY SHARING STOPPED WORKING. SAYS GAME UNAVAILABLE GETTING MAD...steam needs to fix this !!!
Also says shared game locked. HOW DO YOU UNLOCK ??

Guys I have found a solution.
Try solution 8 in this link. It has been a permanent fix for me. Make sure you read all the steps carefully.
