Where to get permission to create games with Source?

I've been wanting to become a game developer and develop my own games and the game engine I want to create them using is Source since Valve's games are one of my most favourite games I have played. But I been told you have to license the engine from Valve. Also are there tutorials on how to use the Source game engine?

You can make free mods for free, but to make stuff that you want to sell you need to contact them. There is an email for licensing source here: http://www.valvesoftware.com/contact/
