Google eliminated sign ins from "insecure" built-in browsers to eliminate possible man-in-the-middle attacks on Google users' accounts.
Google supposedly has a setting on your account to allow logins from insecure browsers that you can set, but others have reported mixed results when doing so.
You can still use a real browser, Chrome, Edge, Firefox, etc, but not the Steam client's built-in browser unless that Google account setting works for you.

I just managed to link my Google account to Steam on November 21, 2024.
All you need to do is access Steam through a browser.
Don’t try doing this from the installed Steam app.
Open Google or any browser, search for Steam, log in, and give it a try.
Once everything is set up, your installed Steam app will sync as well.
