Will Steam Tell You If Your PC Doesn’t Meet The Minimum Requirements
Thinking of gifting some funds to my nephew and don’t want him to waste his money 😂

no and even third party websites like ''can you run it ?'' are innacurate in telling you which games your PC can or can't run.

it's your responsibility to look on the store page and read reviews to see whether you meet them or not.

If you meant reading the game store page minimum requirements, and you compare it to your hardware yourself then sure, but that minimum requirements info is placed by the game dev.

If talking about Steam itself telling you the minimum requirements to run said software, no because Steam wouldn't know you be doing, let alone how each, and every software works, let alone what their goal is when they say minimum requirements.

When game dev say minimum requirements they tell you what it meant, or can be vague that just meaning can run it, but not good experience. So if want to know what the game experience will be, want to google search if anyone made a benchmark video using said hardware you have to get an idea what you could get, only other thing can come to mind is game dev doing updates, which can cause performance to go up, or down.

Example Google search:

GPU + game name and look for youtube videos.

GTX 1060 Grand theft auto V now just got to look for videos that state using a GTX 1060 that playing GTA V, and look at the FPS counter, and game settings it going by in the video.

you have to know what is in your computer and you need to be able to search a bit , a lot's of youtube channels are dedicated in testing popular graphic cards with the most popular games.

some youtube channel even take the time to test out low end components like Integrated Intel UHD or even non-gaming dedicated graphic cards if they're popular enough.

I stopped using can you run it after my virus scanner found a trojan horse on that site.

There are system requirements at the bottom of each game page that are at least a good starting point.

HDD or SDD? Some games require SSDs now.

Which type of memory? DDR3, 4, 5? 1600MHz or 3200MHz?
